In the case of .co.uk and .com.mx it cannot be blocked. If the domain is blocked, it cannot be transferred.
The transfer must be accepted by the customer.
How to obtain the AUTH CODE from a regional domain
The AUTH CODE is a security code that must be provided by your current registrar so that the transfer process can be initiated and subsequently accepted. Without this code the transfer cannot be made. It is often called AUTH CODE, but it is also called AUTH INFO or SECRET CODE. The AUTH CODE code must be correct so that the transfer can be started correctly. Most domain providers offer the possibility of obtaining AUTH CODE from the domain management panel, in other cases it is necessary to request the code by phone, email or fax.
