And this causes the domain to be blocked for 60 days.
When a domain is in this state, it cannot be transferred to another registrar.
This blockade may be requested not to apply as indicated by ICANN rules, https://www.icann.org/resources/pages/transfer-policy-2016-06-01-en Section II. C. 2, provided that it is requested before making the change of owner, by call or ticket validated from Control Panel.
Removal of the blockade will become effective from the fifth dayafter confirming the change of ownership or, as marked by ICANN rules.
For example:

To this domain is added 60 days of blockade, so it will be blocked until March 2.
But if before making the holder change, the owner asks us by ticket or call that does not want the 60-day blockade to be applied to it, we will be able to unlock the domain within 5 days. In other words, the domain would be unlocked on 5 January at 00:00 h
